Is there anyone familiar with the history of the Israel-Palestine peace process who still believes that this Israeli government would defy the over half-a-million settlers in the West Bank and East Jerusalem -- by far the most influential political force in Israel -- and their networks of supporters within Israel, and present Palestinians with a reasonable peace plan for a two-state solution that would be acceptable to even the most moderate and accommodating of Palestinian leaders?

Shelly Yachimovich, an Israeli Knesset Member who is a leading candidate for the Labor Party's leadership, recently declared that Israel's settlement project is "not a sin or a crime" since it was initiated by a Labor government, and therefore "a completely consensual move." Leaving aside the bizarre notion that the consensus of thieves legitimizes their theft, if these are the views of candidates for Labor Party leadership in today's Israel, what prospect can there possibly be for an acceptable peace accord to emerge from the peace process?

And is there anyone who witnessed the frenzied applause that greeted Prime Minister Benjamin Netanyahu's most recent speech before the U.S. Congress in which he left no doubt about his government's intentions for East Jerusalem and for the West Bank, or heard President Obama's assurances to AIPAC's conventioneers that the ties that bind the U.S. to Israel are forever "unbreakable," who still believes that the U.S. will ever exert the kind of pressure on Israel that will finally change its cost/benefit calculations with regard to its colonial project?

These incontestable realities give the lie to America's absurd insistence -- expressed most recently by President Obama on September 12 -- that a Palestinian state can be achieved only as a result of an agreement between Prime Minister Netanyahu and President Abbas. Surely President Obama must know that left to their own devices, Netanyahu and Abbas will never reach a two state agreement, and that the only purpose a resumed "peace process" would serve is to continue to provide a cover for further Israeli land grabs in the West Bank.

The U.S. might have persuaded President Abbas to abandon the U.N. initiative in favor of resumed negotiations had it reassured him that if the Netanyahu/Lieberman government does not offer them a peace plan within a reasonable period of time based on the 1967 borders, agreed-upon equal territorial swaps and the sharing of Jerusalem, the U.S. would itself present such a plan to the Security Council.

Unfortunately the U.S. lacked the political courage to do so. Instead of enabling President Abbas to withdraw his U.N. initiative by providing him with a justification for such a move, the U.S. has sought to intimidate Palestinian leadership into changing course by threatening to exercise its veto in the Security Council and ending America's financial support for the Palestinian Authority. Leaving aside the perverseness of this threatened "punishment" -- which will not only end Israeli-Palestinian security collaboration but will increase the likelihood of a third Intifada -- when has an American president recently threatened an Israeli government with any kind of punishment for their rejection of U.S. advice, even when Israeli actions have been in clear violation of international law?

The Palestinian "crime"-- turning to the U.N. for relief from one of the longest military occupations in modern history, in part to deter those within its own ranks who have lost all hope from resort to violence -- that has elicited so draconian an American response might in fact be seen as an act of statesmanship, to be encouraged and rewarded. But stealing the Palestinian people's territorial patrimony -- which is how the U.N. Partition Resolution of 1947 defined not only the West Bank but territory twice its size -- is a crime in international law, as is the transfer of Israel's citizens to those territories. Yet these crimes have never drawn more than empty American reproaches, invariably followed by solemn reaffirmations of the immutability of America's bonds with Israel.

The contrast between America's reaction to Israeli and Palestinian transgressions dramatically illustrates the futility of relying on the U.S. to present the parties with a fair and balanced framework for a final status solution and then using its considerable clout to see to its implementation. Instead, the U.S. can be counted on to make the protection of Israel's interests -- as defined even by its most reactionary and xenophobic governments -- its first priority. The U.S. Congress, if not the White House, will see to that.

President Abbas and his supporters have reason to be confident that in refusing to withdraw their U.N. initiative they have chosen the right course. For Palestinians, as well as the international community, must come to terms with the hard reality that a two state solution will have to be achieved not only without U.S. help but in the face of its opposition. A General Assembly resolution affirming the Palestinians' right to statehood within the 1967 borders and granting them "non-member state" observer status will not produce immediate progress in ending Israel's occupation. But it is likely to trigger a global reaction to Israel's continuing efforts to dispossess Palestinians from the 22% of Palestine that has been left them. That reaction will have a far better chance of bringing Israelis back to their senses, and to the values of the Jewish state's founders, than any of America's feckless efforts have to date.

Mr. Siegman doesn't pussyfoot. One can always count on him to cut through all the excuses and obfuscations. If anyone wants to edit a collection of his articles on Israel-Palestine, let me know. I've been collecting them for years.

Only one paragraph is needed

One needs only read the first paragraph of this article to know that Mr. Siegman is just another Israel hater who either does know willing to twist the reality and facts of the Israeli Palestinian conflict and peace process. He states: "Is there ANY ONE FAMILIAR WITH THE HISTORY OF THE ISRAELI PALESTINIAN CONFLICT who still believes that this Israeli government would defy the over half-a-million settlers in the West Bank and East Jerusalem -- by far the most influential political force in Israel -- and their networks of supporters within Israel, and present Palestinians with a reasonable peace plan for a two-state solution that would be acceptable to even the most moderate and accommodating of Palestinian leaders?"

Apparantly, it is Mr. Siegman who is not familiar with the history of that conflict and the peace offers made by multiple Israeli governments to the Palestinian, with not a single counter offer from the Palestinians side. American sources (not Israelis) have confirmed times and again that during Camp David and later at Sharm El Sheich the Palestinians were offered 96% of the West Bank and Gaza, rejected it both times and never submitted a counter offer. Mr. Siegman refers to the "moderate and accomodating of PalestinianlLeaders;" Mr. Seigman, who are these accomodating Palestinian leaders? I assume you are referring to the ones who insist on East Jerusalem being the Palestinian Capital and returning 2 million refugees to Israel within the green line. Or may be you are referring to Hamas, the terrorist organization that control Gaza and half the Palesinians, reject the two-state solution and committed to call for Israel's distruction?

Mr. Seigman, this article shows that you are the one who knows little about the conflict. Instead of introducing your article with the rhetorical question of "Is there ANY ONE FAMILIAR WITH THE HISTORY OF THE ISRAELI PALESTINIAN CONFLICT", you should study the historical facts. Frankly, I am not even asking you to learn the 3000 years history of that land, just the last 20 years. It could not be that difficult.

A Bigot And Ignoramus About The Middle East

My friend, I won't repeat what you said except to note that I would love to know with whom the execrable Siegman wants Israel to negotiate.

The Arabs won't talk to Israel, period. And his babbling about an imposed American solution upon Israel shows his vast ignorance of geopolitical realities never mind the discreditable legacy of so-called international guarantees.

A bigot and ignoramus like Siegman has no business writing for The Foreign Policy when he knows nothing about the Middle East.

His foolish advice is not going to adopted by any Israeli government in the future, if the country wants to survive.

The Arabs have made the aim clear enough - a future without the Jewish State in it. Siegman can't bothered by the inconvenient facts as he takes refuge in his blinkered anti-Israel worldview.

That's all that needs be said in regards to what he wrote here.

Henry Siegman Unreconstructed Jewish Anti-Semite & Israel Hater

Henry Siegman has revealed himself to be an unreconstructed Jewish anti-Semite and Israel hater to the nth.

Israel acquired the West Bank and Gaza in the course of a defensive war in 1967, when it resisted an attempted Arab armed encirclement intended to put an end to its existence.

There never was an independent Arab nation in the territories Israel entered. Its a bald-faced lie to say Israel committed crimes by allowing Jews to peacefully live there. The League Of Nations Mandate for Palestine allows legal Jewish settlement up to the Jordan River. This right was confirmed by the United Nations.

It is not Israel that has stood in the way of the peace. The Palestinian Arabs reject a 2state solution if the price is recognition of Israel as the Jewish State and terminating all further claims upon it. They are going to the UN for the clear purpose of abrogating the Oslo Accords.

The Arabophile Siegman makes no mention of this in his one-sided pro-Arab and anti-Israel propaganda missive. Instead, he accuses Israel of denying another people their rights while he fabricates history out of whole cloth, calls for America to pressure Israel into committing national suicide and whitewashes Palestinian Arab extremism the essence of which is to deny to the Jewish people their God given national right of self-determination in their own land.

His vicious hatred of the Jewish people and Israel assuredly will not lead to peace in the Middle East in our lifetime.

A True Hasbara Response

Israel haters accuse Israel's supporters of being guided by tribal prejudice. They never make that observation about Arab egoism and lack of empathy for non-Arabs. The only country in the Middle East that does NOT practice apartheid is Israel!

And that's as a true a hasbara response that one can make because it reflects the region's reality. The people most guilty of ethnic cleansing have been the Arabs!

The Truth

What truth? The truth about the PLO Charter, Palestinian Arab incitement and anti-Semitism, the fact they are ruled by two rival governments that have not held a democratic election in years, in which repression is a common place reality of life and where no real economic growth has occurred in decades and which has not undertaken a real statehood building initiative. The extremism, fanaticism and intransigence of the Palestinian Arab leaderships are well known as is their inability to get along with each other and to respect existing agreements with Israel and abide by the most basic international norms. You won't see Siegman discuss all of the above to appreciate why peace is in fact impossible and to also highlight the very real impediments in the way of Palestinian Arab statehood.

Its therefore revealing he reserves his most virulent criticism for the one country in the Middle East judged as "free" by Freedom House - Israel. There is a place for fair criticism of Israel and its policies. Unfortunately, that is not reflected in this article. What it conveys is the exact opposite of what educated readers need to about what is actually happening and not happening in the Middle East. Siegman is unfamiliar with the most basic facts about the Arab-Israel conflict, some of which I already presented. Without an appreciation of them, one can't begin to understand why peace between Israel and the Palestinian Arabs, contra Siegman, is not going to happen at all in our generation.

No truth here

Sadly Siegman is regurgitating and then swallowing his own polemical hairballs--a mishmash of unsupported premises and butchered factoids doesn't add up to an argument. Not so opaquely he twins Abbas' refusal to accept even a two-state "solution" based on a compete Judenrein ethnic expulsion of Jews to the west of the 1949 armistice lines but is proposing that the US and the international community attempt to blackmail Israel into, provisionally, accepting expulsion to the pre-1949 lines of demarcation of the original UN partition plan, a division of territory that was as unacceptable to the Arabs originally as the 1949 lines were unacceptable to the architects of the 1967 attempted war of liquidation.

Incoherently elided subtext and mangled counter-history cannot salvage a screed against Israel resting not on law but bile: "the over half-a-million settlers in the West Bank and East Jerusalem" starts off on an inchoate malapropism--Jerusalem originally wasn't intended to be Israeli or Palestinian--we all remember the ethnic cleansing and siege of 1948 and the expulsion of Jewish neighborhoods followed by looting and their destruction--all down the memory hole.

Even as the argument ignores diplomatic and legal precedent and joins the Palestinians in trashing even their own concessions from the 1990's, moving inexorably back to demanding that Jews evacuate all territories not included in the original and superseded partition proposals: "But stealing the Palestinian people's territorial patrimony -- which is how the U.N. Partition Resolution of 1947 defined not only the West Bank but territory twice its size
-- is a crime in international law" blah blah blah. Back to the future with this guy, waaay back, and it is a backwards leap into bizarro counterfactual history at that: " But it is likely to trigger a global reaction to Israel's continuing efforts to dispossess Palestinians from the 22% of Palestine that has been left them"

About that 22 percent--you might want to take up the missing balance with the actual inheritors, the Jordanian Hashemites.

Oh wait, Abbas' Fatah did in 1970 when they tried to overthrow the Jordanian government.

The aim is to get a basis for direct Israeli-Palestinian talks to resume.
Putting the job in the hands of the EU and the U.N. would sideline the United States, Israel's closest ally which has tried unsuccessfully for months to get face-to-face negotiations going, as well as Russia, an ally of the Palestinians.
The big question mark is whether the United States would allow the Europeans and U.N. to take the lead in trying to resolve the standoff, and that is likely to depend on whether the Israelis give a green light, the diplomats said...

Abbas opposes a two-state solution

Unfortunately Abbas and Fatah/PLO consistently oppose a two-state solution. The above apology for PLO dogma indicates the intention, by the way, to use the 1967 demarcation lines not as final geographical borders but springboards, implicitly, to re-truncation of a rump Israel to meet the original geographical partition boundaries originally rejected when they were proposed. But, putting that aside, explicitly, Fatah/PLO continues to insist that the "final settlement" acceptable to Palestinian organs would have to include not only a Judenrein and extensible state to the east of the 1949 lines but mass repatriation of Palestinian descendants of refugees into the rump Israel, for which the PLO would be politically responsible following recently declared iterations of its self-declared sovereign authority, notwithstanding superseding Oslo obligations.

This stuff is all on the record. These various frenzied attempts by the EU to preemptively seduce or compel Israel to accept a 1967-lines-solution ignore (at best) absolutely overt Palestinian insistence that not only will their state expel "settlers" and obliterate a Jewish presence at such holy sites as the Western Wall, but that this preliminary re-division of patrimonial claims is only a prelude to politically and sociologically eliminated Jewish (Zionist) sovereignty altogether in the rump state (with either 1949 or 1947-proposed geographically defined territory).

The Palestinians are very upfront that they are actually calling for, transitionally a one and one-half state solution on the way to a one-Palestinian-state solution.

Why A Solution Imposed Upon Israel Will Never Work

The point a solution imposed against the will of Israel's people and government is never going to work. Such a solution can only be imposed by force. Who is going to police it? Such a move is a guarantee for perpetuating conflict, not for bringing about lasting peace. Israel's people do not need to be pushed to make peace. When there is Arab sincerity, they are willing to go the extra mile to make it happen. Given the present wave of Jew-hatred and opposition to Israel's existence evident in the Arab World, now is nor the time for Israel to take risks for peace.

Siegman who lives in the comfort and safety of America, has the chutzpah to lecture Israel to be more "flexible." Its not his life that is on the line if he turns out to be wrong. Right now the climate in the Middle East is not auspicious for peace.

Siegman on the wrong side

Siegman is following his usual unicameral point of view. He supports the Palestinians in choosing to ignore history, ignore the violations of international law repeatedly committed by the Arabs, and calling for Israeli concessions which the Israelis feel would endanger their safety, security, and existence. Not one word on what the Palestinians must concede in negotiations that they have avoided for 3 years now.

It is not a "patrimony" if the Arabs refused the U.N. recommendation, and went to war to underline that rejection. Nor is it a violation of international law when individual Jews CHOOSE (are not "transferred" by their government) to live on disputed, unowned land, regardless of how many times Siegman repeats that lie.

Siegman's unflagging efforts on behalf of the Arabs are disingenuous, immoral, and without basis in history or law.

I assume you are referring to the ones who insist on East Jerusalem being the Palestinian Capital and returning 2 million refugees bestsnowblowers to Israel within the green line. It is not Israel that has stood in the way of the peace. The Palestinian Arabs reject a 2state solution if the price bestchainsaw is recognition of Israel as the Jewish State and terminating all further claims upon it.
