A few months back I had a quick exchange with President Obama about the U.S. standing in the Arab World. When I mentioned that we would be conducting a poll to assess Arab attitudes two years after his Cairo speech, he responded that he expected that the ratings would be quite low and would remain low until the U.S. could help find a way to resolve the Israeli-Palestinian conflict.

Well, the results are in, and the President was right. In our survey of over 4,000 Arabs from six countries (Morocco, Egypt, Lebanon, Jordan, Saudi Arabia, and the UAE), we found that favorable attitudes toward the U.S. had declined sharply since our last poll (which had been conducted in 2009 after Obama's first 100 days in office).

Back then, Arabs were hopeful that the new President would bring needed change to the U.S.-Arab relationship and the early steps taken by his administration only served to reinforce this view. As a result, favorable attitudes toward the U.S. climbed significantly from Bush-era lows. But as our respondents made clear in this year's survey, those expectations have not been met and U.S. favorability ratings, in most Arab countries, have now fallen to levels lower than they were in 2008, the last year of the Bush administration. In Morocco, for example, positive attitudes toward the United States went from 26 percent in 2008 to a high 55 percent in 2009. Today, they have fallen to 12 percent. The story was much the same in Egypt, where the U.S. rating went from 9 percent in 2008 to 30 percent in 2009, but has now plummeted to 5 percent in this year's survey.

A review of the poll's other results makes it clear that the continuing occupation of Palestinian land is seen by most Arabs as both the main "obstacle to peace and stability in the Middle East" and "the most important issue for the U.S. to address in order to improve its ties with the Arab World". That Palestine trumps all of the other issues measured in the survey throws cold water on the wishful thinking of some analysts in the U.S. and Israel who want to imagine that, in the context of this "Arab Spring", Arabs now feel "that the Israeli-Palestinian issue is not as central to their lives as they were led to believe."

What our respondents tell us is the second highest ranking "obstacle to peace and stability" is "U.S. interference in the Arab World", which explains why the U.S. role in establishing a no-fly zone over Libya is neither viewed favorably in most countries, nor is it seen as improving Arab attitudes toward America. In fact, when presented with several countries (e.g. Turkey, Iran, France, China, the U.S. etc.) and asked to evaluate whether or not each of them play a constructive role "in promoting peace and stability in the Arab World" eight in 10 Arabs give a negative assessment to the U.S. role -- rating it significantly lower than France, Turkey, China, and, in four of six Arab countries, even lower than Iran!

All of this might have been expected, as it was by the President, but it is still sobering news that should send a strong signal to all Americans and should serve as a check on the reckless behavior of some lawmakers. For example, when Congress invites the Prime Minister of Israel to give an address that challenges and insults the President -- and then gives the foreign leader repeated standing ovations -- they are telling Arabs that America can't and won't play a constructive peace-making role. And when Congress continues to obstruct diplomacy and supports bills cutting much needed assistance programs to the Palestinians, Lebanon, and Egypt, they are sending Arabs the wrong message at the wrong time. And when neoconservatives continue to argue for a more muscular Middle East foreign policy, urging the White House to use force or to make more demands on various Arab parties, they are blind to the realities of the region and are treading on dangerous ground.

To his credit, the President understands the dilemma America confronts across the Arab World. He began his term in office with the right intentions and sent signals he would move in the right direction. But, as I have noted, on Inauguration Day Barack Obama did not receive a magic wand. Instead, he was handed the shovel that George W. Bush had been using to dig deep holes all over the Middle East. Getting out of those holes has been harder than he imagined. In addition to confronting the worst domestic economic crisis in generations, the President had to face down two failed wars, an incorrigible and manipulative Israeli leader, a divided and dysfunctional Palestinian polity, and a wary but hopeful (maybe too hopeful) world that expected him to deliver on promised change. If that weren't enough, the President was confronted from day one by a deeply partisan Washington, in which a unified Republican opposition behaved as if they wanted nothing more than to see him fail.

If anything, the results of this latest poll of Arab opinion demonstrates how precarious the position of the United States is in the Middle East and how important it has become for American policy makers to pay attention to what Arabs are saying. Some may play politics with critical Middle East issues and gloat at their success at having stymied the President's efforts to make peace and restore America's image in the region. But as the results of this survey make clear, their success has come at a price; one that is being paid by the entire country.

I dont understand how you say that the palestinian issue is the

main issue for arabs in the world today, can you please explain to me why do the palestinians get treated like dogs in most arab countries confined to refugee camps even the third generation. And are not allowed to work certain jobs they stay in the lowest class possible.
Kuwait and Iraq have kicked out many palestinians and it seems the whole arab world keeps the fire burning on this issue out of pure hate and manipulation of public opinion for years.

They have all been brain washed that Birds and sharks are sent by Israel to do harm to them that the reason they live the way they live is because of Israel and not because the way they are.

wow how disappointing for the U.S that the arabs don't have a high opinion of them because they didn't force the Israelis to give in to the PA and Hamas that refuse to negotiate and make real peace. Maybe the palestinians should negotiate if they want the issue solved or the so called "arab league"
should pressure the palestinians to come to the table and get a solution.
The arab world keeps the situation for political interests. The refugees are third generation get over it and give them citizenship Unrwa is the craziest refugee organization in the world that keeps supplying and considering them refugees although there is nothing similar in the world , after ww2 there were many more refugees and mispalced people and there are more in africa yet only the palestinians get this special treatment.( because of the arab countries)

Who gives a sh.....t what the arabs think of the U.S as if the arabs have anything the U.S needs besides oil???? Tell me what it is please?

I am sure that the people in Syria today wish they lived in the territories and that their last worry is israel and the palestinians.

Let me tell you something the whole western world is disappointed with arabs,
they are still racist, anti american anti semites, they keep practicing gender apartheid, they refuse to accept anyone that is different such as gays and christians, they resort to violence. They do not publically condemn terrorism, they keep Imams that spread hate as role models for the youth and give them an open stage. Most terrorists in the world today are arab and the numbers are not in decline, so we are both disappointed with each other how sad .

What goodwill?

The US can't lose something they never had in the first place. The only goodwill was purchased by bribing the extortionist middle eastern politicians. It's past time to leave the area and cease all government money and government favors. The middle east is not the US's main source of oil so let them destroy themselves in whatever manner the chose. If non-governmental organizations want to contribute support let them do it using thier own money. The Arabs demand respect and good will withoutever offering any reciprocal actions of their own. As far as I am concerned the entire area and it's citizens could fall off the face of the world and nobody would be particularly upset. They have earned the animosity the receive so let them deal with the consequences.

Aravay lets not mention colonialism because as I remember

the arabs came from Saudi Arabia and conquered a whole bunch of places and colonized them. From western asia to west africa, so who are the colonialist ?

The Europeans just did it a bit later on a larger scale with better weapons. There were always jews in Israel and even the koran mentions it.
Can you name one muslim king or one caliph that sat in Jerusalem? you cannot because there was never one.

That is a figure that truthfully represents the opinion today?

, how many people in Egypt are not connected to phone lines ?what kind of people in Lebanon Shia Sunni Christians ?

I can find you a pole of 4000 people in the U.S that says we should give mexico back and the indian lands

Elementary statistics

To calculate the sampling accuracy of a survey is quite simple. Given a split of 80% to 20% on a sample of 4000 the 95% error bands are plus or minus about 1.2%. It is an elementary error to think that the size of the sample should be related to the size of the population. Sample selection is, of course, an issue. If you choose to take a sample from members of, say, the US Marine Corps you will probably get different answers than you would from a gay club in London but you would be pretty dumb to think that either was typical of the general population.

Suddnely the science of polling is invalid for Israel's rats

Since it showed them a result that they don't like. Therefore, the on ly way to do it is by simply casting doubts on the whole research tool of polling and public opinion polls. (although the rats will gleefully accept the polls of Israelis on Obama's low popularity there).

Arabs

While studying for my doctorate in engineering at London's Imperial College, I shared a study with two Egyptians, who, I suppose, qualify as Arabs. In a long professional career I have met very few "true born American citizens" who came close to the intellectual horsepower of either. BTW, I've worked with lots of really smart people in the USA but they were almost all immigrants!

The survey and US Govt. fail to take into account

Arab Muslims will never have a good opinion of Israel, the USA, or any western country. The reason for this is their belief of their own superiority over the "infidels" which include ALL non Muslims. The PA Israeli conflict is nothing but an excuse. If it were meaningful, if they had interest in the well being of the Arabs calling themselves "palestinian", they would not keep them locked in refugee camps for the last 60+ years in the various arab countries. They would have made provisions for assimilating palestinians into the various arab countries. They would stop attacking, drop their "state of war" with Israel and live in peace... as Egypt did until the "arab spring" eliminated Mubarek who, though he was a despicable man, understood the value of peace and cooperation with Israel, as does Jordan, who has not had to defend itself in war, until recently when the king is now under siege by the "moderate" (as defined by Obama administration) Muslim Brotherhood, who wishes to take the entire region back to war with Israel to fulfill their religious mandate. The West insists on approaching the arab world as if they are "western thinkers". They are not. For all his failures, I think GW Bush understood that... I believe Obama has his head buried so deep in liberal academia, he fails to recognize his foreign policies, and there is a good deal of confusion what those are, cannot result in anything but violent failure in the mid east.

Shrunk Skulls

It's just like the economy, Obama knows what he should do objectively; stoke the fire and create jobs, but he has either a failure of will or imagination. Regardless, he's not willing to take chances. It's a pity, it's as if he's afraid of suffering the same as his father, let no one accuse Barack of being an idealist, unless it's his BS rhetoric.Domestically he has Republican zealots to save him from himself, in the Middle East Obama has no one to save him.

Zogby creates his own self fulfilling prophecy

As the old cliche goes, there are lies, damned lies, and statistics. Zogby's op-ed and the poll he basis it off of were pre-determined.

To start with, Zogby's polling group, the Arab-American Institute, is focused on the Arab-Israeli conflict. Essentially, our pundit makes his bread and butter commenting about the Arab-Israeli conflict, and the Palestinians, so his focus is already pointed in that direction.

So we see that Zogby is biased against Israel, has a pro-Palestinian outlook, and focuses his research on Palestine.

So should we be surprised at the poll which focuses on America in its relationship to the Palestinians?

Now, looking at the poll, we see a smattering of countries selected. Morocco, Egypt, Jordan, Lebanon, Saudia Arabia, and The United Arab Emirates.

Three direct kingdoms, one Emirate, and one Iranian sponsored mini-state (Lebanon). When one reads the questions and the poll results, the answers are enlightening.

Essentially, anything to do with Iran, polarizes two states; Lebanon, and Saudi Arabia. With Lebanon, anything related to Iran is seen as a positive, and in Saudi Arabia, it's a negative. both countries are at opposite polls on this subject.

When it comes to the Palestinians, Jordan's answers provide the most extreme response. Here again, the answers are hardly surprising given that somewhere in the neighborhood of 75% of Jordan's population are Palestinian ethnicity.

But what was interesting was that the few questions asked about the current system of government support, brought out substantial support for the current regimes. Essentially those polled supported their own monarchs.

All told though, this was a superficial survey from the numbers involved (six states out of 22 members of the Arab League). Focused on the Arab / Israeli conflict, and designed in a way to focus on America in a negative light.

Indeed, when one looks at the view the Arab world has of the US and China, doesn't speak to the idea that the US needs to come up with any solution, either for the Arab Israeli conflict, the Arab Spring, or anything. All they need to do, is just stay out of the way as China has, and their poll numbers would more than double.

Ah be careful what you wish for Arvay.

First off, the reality is that the US has provided financial and military support for its allies around the world. Taiwan, South Korea, Western Europe, Egypt, Saudia Arabia, Kuwait, just to name a few.

As an Alliance, Israel has been one of the cheaper allies to maintain.

As for Turkey? It is already an ally in the region, a member of NATO. And yet, when the US asked for Turkish support in its invasion of Iraq. Turkey spurned it. Meanwhile, Turkey’s government has shown support for genocidal states such as Sudan, and organizations such as HAMAS and Hizballah. This same ally has domestic issues of its own, related to its Kurdish minority, and has repeatedly crossed international borders to fight with Kurds in Iraq. At the same time, Turkey continues to avoid taking responsibility for its own genocide of Armenians a century ago.

In terms of pressuring Syria? Let’s see, Assad continues to kill Syrian citizens, with a body count closing in on 2,000 that we know of, and unknown thousands that are facing torture and death in Syrian prisons.

It is interesting that you support Jordan as a Palestinian state. Of course, the reality would be that once Jordan became Palestine, much of the world’s interest in new military adventures by the Palestinian state, would evaporate quite quickly. Indeed, with a country for its refugee’s to return to, and an independence of its own, there’s little reason to continue its war with Israel.

And of course at that point, the new state of Palestine/Jordan, would be more interested in working with Israel for the betterment of its own citizens, namely in pursuit of things like desalinization of water and improving the environment in Jordan.

You Shoul know the America Arab Institue

I have seen Dr. Zogby on TV multiple times and there is no line which he will not crossed in distorting facts to promote Arab interests in this country. The Arab American Institute has an agenda to show how terribly anti-Arab US foreign policy is. The US has never put a single soldeir at risk to defend Israel. yet it has lost many lives and hundreds of billions of dollars helping Arabs ridding them of monsters like Sadam Hussein, now Khadafi, and in using political pressure to rid Egyptians of Mubarak. Unfortunately, US cannot expect any gratitrude gratitude from Arabs and the likes of Zogby until it will be willing to sacrifice Israel to find favor with the Arab street and the American Arab Institute. So Zogby and his organization will keep conducting these surveys as a constant reminder of that fact.

Money and muscle power has been winning all over years. Same happens here too.

Does the reality of what belongs to whom or the ownership of land based on religion have any thing to do with these wars...??

We have been looting other countries with our foreign policies...We give lot of money as "AID"...do you feel it is to promote democracy.? It is for us to enjoy taking their resource at the cheapest rate and sell them what ever they want. Create fights and sell our F-16s..hehe

Do you think we could have owned these cars and big buildings and cool road when rest of world is begging for 1dollar meal..

We want to be the leader and accept them to be the leader and use them as idiots...

And make big speech "For the betterment of democracy and equitable growth"...lolzz

Did we go war to iraq to take saddam down or take oil from them...?? actually both since first was a objection to the second..

We talk of peace to India and pakistan..!!! Who will buy our guns if they reach peace treaty....lol...We sell weopons to both..haha

So our foreign policy is simple guys..

Do any nonsense for our wellbeing and "fun"...and ask others to admit that it was for "higher values"..hehe...
